Consultant – Climate Change and Migration Specialist

Under the overall supervision of the Chief of Mission in Australia; Advisor and Coordinator for the Pacific in coordination with the IOM Office in Honiara, and the direct supervision of the Programme Manager- Migration and Climate Change based in Fiji, the successful candidate will support the implementation of the Pacific Climate Change Migration and Human Security programme (PCCMHS) and related activities in Solomon Islands.

The PCCMHS programme is a joint-agency programme, led by IOM that seeks to protect and empower communities adversely affected by climate change and disasters in the Pacific region, focusing specifically on climate change and disaster-related migration, displacement, and planned relocation[1]. The programme is delivered in close coordination with the International Labour Organization (ILO), Office for the High Commissioner for Human Rights (OHCHR), and UN Economic and Social Council for Asia and the Pacific (UNESCAP), the Platform on Disaster Displacement (PDD) and the Pacific Islands Forum Secretariat (PIFS), as well as Pacific Island governments, New Zealand Aid Programme and the United Nations Trust Fund for Human Security.

The objectives of the PCCMHS programme include firstly, supporting Pacific governments and non-government stakeholders to demonstrate strengthened capacity and coordination through a regional response to climate mobility, covering climate change and disaster related migration, displacement and planned relocation; secondly, enabling Pacific governments to access and incorporate community perspectives on climate mobility and thirdly, to contribute to the evidence-base on good practices in responding to climate mobility

 

The successful candidate will be required to carry out a national consultation on climate related mobility in coordination with IOM Honiara, draft related documents, support with logistics and carry out related tasks under minimal supervision and in a timely manner.

  1. Tasks to be preformed under this contract:
  • Assist IOM Honiara  and the PCCM-HS Programme Manager in the liaison with relevant ministries and coordination with programme partners, civil society organizations, donor representatives, related academic programmes in Solomon Islands;
  • Organize a national consultation on climate related mobility (covering issues related to displacement, migration and planned relocation) in Solomon Islands bringing together at least 45 participants from Government, civil society and academia. This includes overall coordination of logistics, presentations, meeting documents (concept note, agenda, background documents) and drafting meeting minutes and reports;
  • Plan and organize preparatory meetings (ahead of the national consultation) including liaison with Government of Solomon Islands counterparts, civil society and community representatives.
  • Prepare talking points, official communication and updates for briefings with Governments and partners as required;
  • Provide documentation and means of verification for activities in Solomon Islands such as registration lists, evaluation forms and photographs to support monitoring, evaluation and reporting of the national consultation under the PCCMHS programme;
  • Develop communications content related to the national consultation including twitter and other social media updates, press-releases and disseminate as required;
  • Support the Government of Solomon Islands in identifying research and policy development needs related to migration in the context of climate change and disasters, including pandemics and epidemics to be implemented through subsequent assignments.
  • Share information on climate related migration, displacement and planned relocation from news, academic and governmental sources with the IOM PCCM-HS team in Fiji and Solomon Islands;
  • Provide weekly updates to the IOM Honiara office through in-person or virtual meetings and provide bi-weekly updates to IOM Fiji PCCM-HS team.
